This message is being sent back to Dext Prepare by Xero.

It seems to indicate that there is a limitation to how many transactions you can lodge in Xero and it is now informing that you've reached the submission limit on your Xero account.

We would recommend that you contact Xero and extend the limit of invoices you can approve.
